Text from article: The auditors who spoke to WIRED allege that not only is Musk’s claim not true, but also that DOGE appears to have completely eschewed the existing processes for actually rooting out waste, fraud, and abuse. “An audit that follows Generally Accepted Government Auditing Standards (GAGAS), also known as a Yellow Book audit, is conducted in accordance with the standards issued by the US Government Accountability Office,” says the first auditor. Audits can focus on the finances, compliance, or performance of an agency. “That is the gold standard for how you audit the government.” There are generally five phases of a GAGAS audit, the auditors tell WIRED: planning, evidence gathering, evaluation, reporting, and follow up. Auditors work to define the scope of an audit, identify all the applicable laws and standards, and come up with an audit plan. Next, auditors conduct interviews with staff, review financial records, and comb through data, reports, and transactions, documenting all the way. From there, auditors will assess that information against policies or procedures to figure out if there’s been some kind of alleged waste, fraud, or abuse and issue a report detailing their findings and offering recommendations. Often, those reports are made available to the public. After an audit, the auditors can follow up with the agency to ensure changes are being made.

Multiple challenges to Musk and the actions of his Department of Government Efficiency allege his vast authority violates the Appointments Clause, one of the Constitutions key anti-corruption measures. Under this clause, which the framers crafted to prevent the kingly practice of handing jobs and authority to unaccountable allies, any officer of the United States must be formally nominated by the president and confirmed by the Senate. Moreover, such appointees must fill a role created by Congress. Musk’s exercise of vast authority, at least four lawsuits allege, is unconstitutional, as he was neither confirmed by the Senate nor is he serving in any role Congress created. “You don’t have to stretch the text very far to see that there is a problem under [the Appointments Clause in] Article Two,” says Jed Shugerman, a law professor and historian at Boston University School of Law.

Instead, the cities would function as mini-dictatorships, where the CEO of each town runs everything, and the people who live and work there are subject to the boss's whims. It would be like being an employee of a controlling company, except you don't clock out at the end of the day or have a life — or rights — outside of what the boss allows you.
